Any store within the UK would be great, Scan.co.uk would be even better as I could save him money on P&P.

You won't get anything bar a netbook realistically for £200. Even then the netbook would be low-mid.
Larry just bought a great deal from Scan - I believe it was about £350... I'll try get him to confirm which one it is... £350 is probably the minimum you'd want to spend on a laptop

You should be able to get a laptop similar to the one I got here in the U.S. for $350 for about 200 pounds give or take.
Try checking out Toshiba with an AMD processor. They're not the fastest or best in the world, but they are fine for net browsing and general application use, and they're cheap but sturdy.
